A single handed initiative is less effective, Like each company/product has its own hologram and how do i actually know if some shiny silver sticker actually makes it Genuine. . . .
If a hologram contained 2 parts / 2 hologram stickers (one from the manufacturer AND ANOTHER from a 3rd party like a Certifying authority Ahem!!! more like verisign ... a 3rd party whom Manufacturer & Buyer trusts) So "I" can easily keep track of looks / features of one hologram ... (one hologram constantly changing every month, like the Date or validity numbers on the hologram)
Develop 1 wire interface devices .... (come out with a STANDARD, so that this device(s) will get MASS PRODUCED, bringing down cost)
WHICH can then be embedded into Batteries, Print cartriges, etc (parts usually counterfited)
For Electronic components, probably include extra circutary (for athunticating, say which can be accessed with JTAG, to catch counterfits while programming/testing)
some/few EPROM bytes or BITS (1-time) to MARK USED COMPONENTS
there is always COST, effectiveness involved,
SO an approach for each senario (MAINLY GROUPS of Senarios, for which a common method could be used)
