Richter's absurdly broad statement “Everybody is in agreement that the right system ultimately results in multiple recycles in fast [breeder] reactors, so that’s where things are going,” is a nice humorous touch to bring the article to a close, but the joke would benefit by explicit reporting of MIT's emphatic recommendations against reprocessing.
Despite this imperfection, the article does a good job covering the failure of breeder technology - thus reprocessing - despite the world's best efforts.
