Can thousands of small dams solve Africa's power crunch?

I've been involved in the design and commissioning of 4 small (under 15 MW) hydro facilities in the U.S.; and more than 10 small hydroelectric facilities in Asia & Africa. Small facilities are easy to build, have short construction schedules, and are very reliable.
Every community that has a small hydro facility is overjoyed by the prospect of supplying their own power. So, of course, the answer is yes - thousands of small dams could solve Aftrica's power crunch.
