"East Point" technologists to rebuild Afghanistan's infrastructure

I find IEEE Spectrum an extremely interesting magazine, dealing with a broad scope of issues, varying from electronics to several aspects of real life. My personal belief is that this approach is more reader friendly than a strictly technical magazine.
However, reading your article on the January issue, this approach is nonexistent! At this point, I have to admit that I found extremely valiant that IEEE Spectrum presented last summer the issue of phone tapping by the Greek government, given the fact that in their press conference they have pointed out the US Embassy as the instigator of this little "project". I hoped that your magazine would be on a similar wavelength regarding the issues of military occupation of Iraq and Afghanistan.
In my dictionary - and in the dictionary of all the nations on this world who have suffered under foreign military occupation, especially in the past century- when an army enters a country by force (usually called 'invasion'!) and remains there putting up a government -that is also known as the "Quisling" government (named after the prime minister of Sweden that NAZIs appointed in 1940) - this act is known as OCCUPATION!
This army can build schools, train personnel, exploit a country's wealth " for the shake of its citizens" , but it will always be an occupation army!
I can't understand how this propaganda of the "New Afghan Military Academy " a.k.a. "East Point" (This gives me a chill!) slipped through the pages of a widely known technical magazine. Is IEEE a branch of the US Armed Forces? Does IEEE favor, back up or have a political agenda on issues other than electronics? You personally, find politically correct to publish articles that have a golden cover of "technical issue" - " The academy will graduate its first class of engineers this month"- and then put up a presentation of the "good" US military personnel that assisted in building this little "miracle"?
I believe my point is well expressed. Please treat this mail as a friendly but "angry" protest against issues that are better put aside when it is known that they will trigger political and not technical rivalry.
