Granino Korn's post was right on the mark. Authors write their papers for free, reviewers referee these papers for free, and many authors would be happy to host their final papers themselves (or via CiteSeer). Why should IEEE hold this material hostage? Its current publication policies and practices are irrationally avaricious and a big impediment to the field.

Gentlemen

In response to Mr. John Spencer's comments concerning the total impact on cycle (fuel-to-electricity), coal fired plant's do not look very good. A coal plant's energy conversion efficiency (chemical to electrical energy) is less than 50% (optimum) due to the fact that the boiler must first convert the chemical energy to steam energy. A coal plant's auxiliary equipment then utilizes 10 to 12% of the produced power for SO2/NOX/Precipitator & ash handling facilities. In addition, you must first mine the coal & transport it to the power plant site.
I assume the "womb to tomb" efficiency, tho not yet verified on a large scale, will be closer to the 35% overall efficiency of most coal plants.
